Is the Kawasaki ZZ-R250 a good first bike for me?

I didn't think so, but I could be wrong.
I scraped as much on my GPX as I did having a go on Pabs' ZZR (sorry Pabs ;) )
The ZZR does have more fairing, but it does also have a (slightly) more adjustable rear shock I believe. Most else is pretty much the same.
Either will do the job for you Pinky.

My wife (Zombie on here) has a ZZR250 which is a very capable bike. Nice and forgiving for a learner, easy to control at low speed yet capable of attaining reasonable pace should you so desire.

I've pinched it for the commute to work, and it coped perfectly well.

ZZR250 is a great first bike in my opinion...

I had one as my first bike and loved it! I nearly cried when it came time to sell it...
