its *almost* the same as helmet exemptions.......if you have a legitimate reason, you can get one ( although helmet exemptions these days are about as rare as quick Hornet riders)
Your particular circumstances will dictate if you can get an exemption, I doubt that there would be a *one size fits all* template letter......
(there is a one-size-fits-Neka example, but you don't really want to go there matey.......)
