Why?
if a child violently lashes out the parents/guardian are blamed
if a dog violently lashes out why not blame its owner/guardian
A dog may be a bred with tendancies, but it's the owner who has contol of the environment.

From that the coucil had no choice and wouldnt want the back lash of releasing a now labelled "dangerous dog" back into the community, especially if it did attack again. The leagal implications for them are huge.
Was the dog registered?
