Isn't it the same thing where in some states the wrong sticker on your helmet could mean you are riding with a non approved helmet in that state ? It's stupid. Stuff like these laws should be exactly the same across the country.

How does it interfere with the safe use of the helmet? Are they saying its going to fall off?

I'm guessing people are drilling into their stack hats to mount the cameras on, therefore interfering with its structure

Yeah, you can, but on the helmet it records what you see, not what the head light points at

I suppose there needs to be some clarity as to what you can put on and how you mount it.

IIRC some stickers of a certain adhesive type can change the composite structure of some helmet shells therefore its a blanket rule on all stickers.
Same with repainting a helmet using the incorrect preparation using incompatible solvents and paints.
Again i don't know for sure there maybe something about protrusion of mounted items as well.

Watching the video and how polite the rider was ,what an arsehole act to fine him.Surely at worst that just needed an advisory "are you aware its not legal to have that" etc.To turn around and issue an infringement for that is a joke.

This is not over yet, reading the wording on the TIN mentions nothing about modifying the helmet, been a LOT of discussion re this on stalkerbook, it's going to court evidently, once there we get a ruling one way or another.
A good mate will bail you out of jail, a true mate will be sitting in the cell next to you saying "Damn, we fucked up!!!"

It's perfectly legal here in state Campbell, QLD, to wear a Gopro on ya lid. My mate who runs the Q ride course has one securely mounted to his hat. Just in case of course. Ahhhh Victoria, I'm not sure which is worse, where I used to live or where I now live. Maybe it's just effen everywhere!!!!!!!!!!!!!!!!!!!!
