Came across a comment in a Netrider thread, stating that France has one of the best recognitions of motorcyclists by motorists. This being so via the fact that legally you can obtain your scooter/motorcycle license from age 14, but must wait until 17 to get a car license. Hence the majority of road users have been motorcyclists first, and understand what it is faced by bike riders, before becoming car drivers.

It has always dumbfounded me that in Victoria you can gain your license to drive on the same day your are legally allowed to consume alcohol.
Now before others argue about alcohol consumption starting younger than the legally accepted age, this is social problem that needs to be tackled elsewhere.

I have long felt that there should be an allowance for the introduction of a limited engine capacity scooter license from age 15 or 16. Training for this could be introduced via secondary school.
Two years of road craft before gaining a car license or the legal ability to get blotto, should help with some improvements in road courtesy. Not to mention the fact that suddenly motorcyclists will move from being the minority if everyone has the opportunity to start out on a scooter.
More and more cars are being used by single occupants, when a scooter/motorcyle would be more appropiate. Any increase in scooter/motorcycle usage would promote further inreased usage, along with less traffic congestion, less fuel consumption and hopefully less pollution( but I will hold my breath on this, as various juries tend to disagree).

The main thrust of what I am trying to say, is that given the chance to gain a license at an earlier age, we hopefully end up with road users who have a better appreciation of the road laws, and courtesies required to be everyday users.

And here is the Vic Gov'ts answer to the problem.

NEW Victorian drivers were tp remain on P-plates for an extra year and be subject to zero blood-alcohol limits.

The move to increase the P-plate period to four years is a state Government plan to cut the Victorian road toll.
New drivers will spend a minimum of 12 months on L-plates.

They must also receive 120 hours of instruction before undergoing a more challenging driving test to qualify for their P-plates, the Sunday Herald Sun said.

Under the plan, 18- and 19-year-old L-platers will spend 12 months on a restricted probationary licence, to be called P1, and have green P-plates.

Only P1 drivers with a clean driving record will progress to the three-year P2 licence, identified by red P-plates.

A zero blood-alcohol limit will apply for the four years of the new, two-stage probationary licence.
All P-platers will be banned from driving high-powered cars and using mobile phones in cars.

Repeat serious offences such as drink-driving, speeding and drag racing will carry severe penalties such as vehicle confiscation or forfeiture. Offenders will also have to undergo counselling.

In addition, drivers under the age of 25 who are convicted of drink-driving with a blood alcohol content of 0.05 must have alcohol ignition locks fitted for six months to their vehicles upon regaining their licence.

Research shows about 30 per cent of first-year drivers killed while driving between 10pm and 6am were affected by alcohol.

The new system will be announced in coming months, Louise Perry, spokeswoman for Transport Minister Peter Batchelor, said.

........I agree that there is such a thing as "safe speeding", but how do you police who is speeding safely, within their abilities and the ability of the vehicle, and those who are just an accident waiting to happen?

Fines are determined giving due respect to the drivers grade of licence, and motor vehicle being driven.

Thats like saying ...... why do cars and bike do up to 300kph when they only need to do 110kph

My 10 is governed in 6th at 260KPH but will do 300 in 5th
so govern cars and bike to 100KPH
60 kph in built up areas

or ban 5 people in cars
or ban bus's
or stop people talking on mobile phones while driving
or kill the dumb ones at birth

face reality YOU WILL NOT STOP ROAD ACCIDENTS
even if you made people do 5 kph they would still kill each other

p platers cant drive turboed or superchared or v8s now, and we havea 3 year graded system for p's first year 90km 2nd and 3rd 100km limit
0 alcohol make sit hard if u haev a big one teh night before.

testing is still piss easy computer tests and with todays generation being computer geeks they ahve beter reaction times on screen than in real life.

Apparently, their is a loophole in the NSW laws, something about the vehicle being used for work then they can still drive it. So every IT geek, platerer, brickie, plumber etc will now have a 200SX company car

Well it already is against the law to talk on a mobile phone without a hands free kit think it's a $260 fine

And yes i do think that reducing the road toll is important
but Our Government isnt serious about it
the old saying to many cooks
have more police on the road

I think the idea is to BAN mobile phone use altogether, which cannot come soon enough as far as I am concerned. Hands-free is a load of shit, the driver is still talking to someone else, trying to concentrate on what they are saying, when the only thing that should be concentrated on is the actual driving.........

Bikers everywhere have a justified reaction to the proposed new laws, and if everyone just sat on their arse bagging those who want to try and fix the problem, where would that get us ?? Bloody nowhere in a hurry, thats where. ( a bit like the result of this proposed legislation)

If you don't want to take part in the protest action, fair enough, thats your call. But when you get rear-ended in a traffic jam, or die of exhaust inhalation, or your bike overheats from sitting in a never-ending line of traffic..............well, bad luck, its too late by then.
