I've done HART, StayUpright and ASBS (sorry CSBS now).
All have their good points, but my suggestions for which one to do when are:
HART Advanced Level 8/9 - newbie/back to riding after long break
StayUpright Advanced - ride regularly but need to boost confidence/handling/cornering skills
ASBS Level 1 - reasonably confident rider wanting to impove themselves.
The distinctions aren't black and white. Everyone will get someone out of each of these courses no matter what level they're currently at. But if you have to choose one out of the 3 I think the above descriptions should help decide.
