Why is that a 'Statutory Write-off'? Am I missing something?

I know the write off laws are there to stop rebirthing etc and that's a good thing but what a damn shame. That'd be a great project for someone to build a nice roady. It'd be a fun tracky though, upright riding position, not bad for a codger with a crook back......hmmmmmm
