Broken plastic on throttle cable guide

Hi all,

Just picked up a 1991 ZZR250 (not running) and am in the process of fixing as much as I can myself to get her on the road. Hopefully one day I'll get to show her off out on a ride with those of you around Brisbane. Got a lot of work to do before then though so prepare to have your brains picked...

First of all, the plastic throttle cable tension aduster is broken (see photo) and I have a spare cable which came with the bike which is broken in exactly the same place. I'm surprised that I haven't come across any mention of this in any forum or anywhere online as it must be a common problem?

Anyway, what I'd like to know is whether I need to replace the cable because my throttle is not returning by itself even though the cable isn't sticking and this broken bit of plastic is the only thing that I can see that looks wrong.
