Depends on how much rust there is, if there is heaps i wouldnt bother.

Make sure its dry
Put in a few 12mm bolts or nuts in to loosen up (like a scourer)
Use a small ended long handled brush to help lift flakey rust
Dont push too hard on the bolts because you can dint the tank from the inside out and dont forget to count them before putting them in

Get some Industrial molasses (eats rust)
Mix at 1:5 ratio and leave it 3 to 4 days
Empty.

Then when there is NO moisture use a fuel tank sealer.
Its a rubberised compund can pick up for about $100

It all comes down to how you ride it.....

If there are no holes, clean with nuts etc then treat with phosphoric acid. No liner required. Done this to 4 or 5 tanks and all worked well. One of my GN250s I did 7 years ago and it is still AOK. :D
2 X ZRX1200R 4 X ER6N, GT550, 1988 ZX-10, 4 X GPZ250R, 4 X GPZ900R and GPZ750R :) Yeah I like Kawasakis.

Take your time with it and follow the instructions exactly, make sure it's nice and dry before you do the coating ;)
