z900 Fork seal question

Hi Folks.
Just need a bit of input, I'm still plugging away (3yrs+) on my Z900 resto.. (moved house, changed jobs, went back to school at nights yada yada
- we need a violin icon )
I'm currently doing over the the forks with new seals and new stanchions.
What I'm a bit baffled with and the manual doesn't seem to cover it is that the groove for the fork oil seal seems to be near twice as deep as the seal itself. (hope that makes sense? - hopefully the picture is worth a 1000 words)
Picture below is the new seal I just tapped in, it's deep enough that I can reinstall the washer and circlip above it and leave it like that that just as I found it.. but I'm wondering why there is so much room beneath the seal - am I missing something? Would there be any reason I am meant to tap it all the way down?

I've also been polishing the fork legs while stripped (bit more buffing to go) I'm so happy with the results so far queue self indulgent pic.
