Youll see 4 screws at the back under the carbies, with some little plastic funnels. Have to use a small allen key to loosen them and presto they will drain out.
Same thing happened to me.
I have no idea how the water got in there but I did wash it just before.... I thought it might have been dodgy petrol too.
Anyways, drained the bowls, thought it was fixed... then it came back.
Drained them again, then came back.
Had a good look in the tanks LOTS of water in the bottom.
Tanks drained and flushed, perfect ever since.
Check if you can see water bobbing around the the fuel.
