Old z1000st problems please help !!!!

Hi all,
I may have posted in wrong section, however i am not sure if the specific forums have a help line.
My problem is this,
I have an old 81 model Z1000ST with fluffy throttle responce.
After a rebuild she had an electronic conversion ( points getting harder to get ) carbs rebuilt and serviced including new jets and needles ( after removing the air box and replacing with pod filters. New 2nd habd coil packs ( old ones out of speck ) and new leads, plugs etc.
Have taken to various bike shops for flat spots and fluffy responce but to no avail. I have been advised incorrect needle heights to incorrect needles to incorrect jets.
She is purely street use and of no use to anyone due to the fluffy throttle ( to dangerous to ride ).
I feel it is fuel related but cannot get a straight answer from anyone. Its always leave it here we'll fix it.
Then get a call to say it's gonna cost anywhere north from $900.00 coz the carbs are shot or the coils are shot or the ignition is shot etc.etc,
Anyone have any clues ????
Will need to get bike back to see what needles and jets are now in it if req Thanks in advance David ( mouse_zzr600 )

Define "fluffy" ????

ie is it hesitating / backfiring (carbs or zorst - which?) , off idle , 1/3 throttle? - 1/2 throttle? full throttle?

What rpm approx?

Hard to start cold?

Noses over at high rpm in 3rd or higher?

What carbs - Mikuni/Keihin??

Airbox vs pod filters requires completely different carb set up including pilots , mains , clip position and sometimes even a different taper on the needles.

I could go on but let us know on this lot first. (be as accurate as you can - even if it means marking approx throttle positions on the grip so you can see at a glance)

David, you might want to try putting the airbox back on to see how it responds. If memory serves the ST still ran slide-throttle carbs (I'm guessing 81 was the last year before the new-for-82 J got CVs), but even these can be difficult to jet with pods. I had a GS1000S years ago that I did the same thing to, and I could never get the shitbox to jet properly - went through about a billion nededle position and jet combinations.
